And what happens if you use MiKTeX binaries while also having Cygwin  
installed? Will the cmd.exe shell be used and "Windows" be detected?  
(I believe that it will.)

But you're right that running Cygwin binaries should result in a *nix  
platform as far as ifplatform is concerned. I think I need to add  
another conditional to the package \ifcygwin.
