[tex-live] Some Perl scripts fail under Win32

Hi all,

the following scripts fail under Win32 due to missing Perl modules:

Script (Module)

latexmk (Digest.pm)
pdfannotextractor (File/Which.pm)
svn-multi (Date/Parse.pm)
texcount (locale.pm)
ulqda (Digest/SHA1.pm)

There might be other broken dependencies, as those given above are only
the ones identified in the respective crashes...
All other .pl-scripts under texmf(-dist)/scripts are either able to
display their help messages (at least) or are not callable via .exe-stubs.

Furthermore 'a2ping' seems to need a unix/linux shell and crashes when
called under win32.
