Well, you can accompany program with a written offer, valid for at 
least three years, to provide sources upon request (clause 3b of 
GPLv2). But this is widely regarded as burdensome because then you 
need to keep actual sources around all the time while you distribute 
plus three years after the last act of distribution. So you cannot 
just upgrade and nuke all previous versions. Note that you need to 
provide the exact version of the source code, you cannot provide a 
newer version instead.
