One other thing.  I just looked at the cygcheck output that you posted 
on the cygwin list, and I see that you have cygwin's tetex packages 
installed.  I don't *think* that should cause a problem, but to play it 
safe, I suggest that you uninstall these before trying again to install 
texlive.
