[tex-live] tl09 release status: coming up

Microsoft Windows:

22:16:24.480152480 -0600, I find

	update-tlmgr-latest.exe -> update-tlmgr-r15651.exe
	update-tlmgr-latest.exe.sha256 -> update-tlmgr-r15651.exe.sha256
	update-tlmgr-latest.sh -> update-tlmgr-r15653.sh
	update-tlmgr-latest.sh.sha256 -> update-tlmgr-r15653.sh.sha256

Thus, those non-regular files are Unix symbolic links.

I find 1469 such links in my /usr/local/texlive/2009 tree after this
morning's update.
