Speaking as a sysadmin, ``run TeX Live on a Linux VM'' is not an
acceptable solution for running TeX on Windows -- if my Windows
users wanted to use Linux, they'd use one of our Linux
workstations.  

I'll be happy to stick with MikTeX on Windows until such time as
TeX Live provides a seamless TeX experience for my Windows users.
Any advantage to using TeX Live across all platforms pretty much
disappear if I have to spend a lot of time hand-holding one
platform's users.
