[tex-live] windows testing

dviout always worked. I could start it from the programs menu with no
problem.

But when I click the texworks icon I get a "entry point "_vscprintf" not
found in "msvcrt.dll"" error. I think this is since r15905. However I
have to say that I'm not a user of texworks. The problem might have been
there for a while and I chipped in with it only now.
