What about providing a test document?

I just wrote one:
\documentclass{article}
\usepackage[utf8x]{inputenc}
\usepackage[L7x]{fontenc}
\usepackage{tgbonum}
\begin{document}
Hello: ąčęėįšųūž
\end{document}

And it worked without a problem.
(I need inputenc utf8x because I am in an utf8 locale, but if yours
is in  some other that should work, too)

I don't know what your problems are.
