[tex-live] Bug#530199: texlive-formats-extra: bashism in /bin/sh script

Eplain is maintained by Oleg Katsidatze these days, who also wrote that
script (relatively recently); see http://tug.org/eplain.  Anyway, no
problem, I checked in a change.  We'll be updating Eplain before TL'09
is released.

    (Raphael, is it acceptable for Debian to not have a copyright statement
    for PD files? I guess so).

A copyright statement is mutually exclusive with public domain status.
