Hi, you are not quite posting on the right mailing list (this is about 
the TeX Live dist, and you are using MikTeX), your question may be 
better placed on the texhax list.

Anyways back to your question. Yes it is quite anoying that TC cannot 
find LaTeX on its own.

When the wizard is running, click the 'browse' button, you will now have 
to show TC where LaTeX is, it is usually something like

C -> programs -> miktex 2.7 -> miktex -> bin

if that is not the correct dir, please search for latex.exe on your 
system, and use the dir that latex.exe is located in.
