OK, this looks very wrong to me. We haven't introduced any changes
that could alter the location option.

This is even more troubling.

You can try giving location on the command line with --location option
(lasts only for single tlmgr invocation). And as a last resort you can
edit the line with 'depend opt_location' in .../tlpkg/texlive.tlpdb
and see if that helps.

What tlmgr revision do you have (run 'tlmgr --version')?
