[tex-live] pretest: tlmgr update, error recovering from network problem

'tlmgr update' seems to have trouble exiting gracefully after a network 
error:

Installation of new version of xindy.i386-cygwin did fail, trying to unwind.
Can't call method "root" on an undefined value at 
/usr/local/texlive/2009/tlpkg/TeXLive/TLMedia.pm line 285, <TMP> line 
153773.

Let me know if there's any more information I can provide.  I didn't see 
anything relevant in tlmgr.log except "failed update: xindy.i386-cygwin 
(13930 -> 14304)".
