[tex-live] tlmgr does not seem to update my TL 2008 installation

Dear Folks,

Pardon me if this sounds dumb, but whenever I have tried to update my TL 
2008 installation for the last few weeks, I have not had any packages 
update, unlike previously.

To trace the reason for this, and to avoid problems relating to GUI 
usage, I finally did the following:

---
tlmgr option location 
http://mirror.aarnet.edu.au/pub/CTAN/systems/texlive/tlnet/2008/

tlmgr update --force --all

which comes back with

tlmgr: installation location 
http://mirror.aarnet.edu.au/pub/CTAN/systems/texlive/tlnet/2008/
---

Have I done anything silly or is it true that TL 2008 has not changed 
much over the last few weeks?

I have a nagging suspicion that comparison between my local installation 
and the net mirror is being somehow subverted, possibly due to wrong syntax.

Grateful for any help you can give me.
