[tex-live] Bug#561530: texlive-latex-base: \noextrasfrancais macro does not work : frenchb.ldf problem

Hi everyone,

With the explanations from Manuel and Daniel who sent me them directly, 
everything is clear to me now and that bug report can be closed.
