You have two TeX systems installed, and the TL2008 is AFTER the one you
have installed.

Look:

> /usr/lib/texmf/tlpkg /usr/lib/perl5/5.10.0/i586-linux-thread-multi

That is derived from 
	$Master = `kpsewhich -var-value=SELFAUTOPARENT`
and then
	$Master/tlpkg/
is added.

Somehow your SELFAUTOPARENT expands to /usr/lib/texmf, which surprises
me!!!

You should add the TL2008 binary dir to the FRONT of the PATH:

	export PATH=/usr/local/texlive/2008/bin/arch-os/:$PATH

(in bash)
