[tex-live] xeCJK package missing

but it's since been restored, again per author's request.  (and neither
implies nor denies xecjk, which i presume is an xetex package of some
sort.)

the fact is, ctan doesn't want to deal with packages that the author
doesn't want us to deal with.  to a large extent, tex live doesn't
distribute things that aren't on ctan (xetex itself is an exception -- i
don't know why).  unless the author of xecjk does something unusual
(e.g., joining the tex live team and building distribution packages for
him/herself), xecjk is unlikely to make it to tex live.
