not all ctan mirrors do.  the main ctan sites offer rsync (we are
changing over to use it between the ctan nodes), but (short of actually
trying) i wouldn't know how to check whether a particular mirror does.
(it will no doubt be in the mirror database, but i seldom deal with
that.)
