[tex-live] answers package

as part of my idle-time activity, i've been going through the list of
catalogue entries showing "unknown" licences.  i've just scanned
"answers" (which is in the tl distribution).

far from being "unknown", i (now) reckon there's a clear statement that
this is a nosell package.

(i doubt mike piff would complain given that he's given up tex work, but
there are those who like to prowl around this sort of thing, to
complain.)
