[tex-live] tl2008 bug with gmdoc and gmutils

Hi Marcin,

    it seems something is broken with gmdoc and gmutils: the relevant files
    end up with only root able to read them.  

To my knowledge, we never explicitly chmod anything.  And we check for
unreadable files in the tree; the gm* packages were never listed.

So I have no idea how they got that way, unless you installed as root
with a umask of 077 or some such.
