[tex-live] Proxy info for install-tl?

It wasn't the env vars (see below).  So, for the sake of docs,
I would just mention the bundled wgetrc file's location and
tell people to set proxy info there.  I've no idea why, yesterday,
that alone did not work for me when I tried it with --location,
but I am going to chalk it up to an error with the specific
mirrors I chose or something.

install-tl:cairo> unset http_proxy
install-tl:cairo> unset ftp_proxy
install-tl:cairo> unset TL_DOWNLOAD_ARGS
install-tl:cairo> ./install-tl -v
...
