[tex-live] install-tl.bat file fails on Windows XP

I am trying to install tex-live on a Windows XP machine. I checked my PATH variable to make sure that it was not pointing to any other TEX installations.

I downloaded install-tl.zip and unpacked it such that its contents are in \Program Files\texlive\2008. The file is dated August 12, 2008. When I run the install-tl.bat file I get an error that says "The system cannot find the path specified ..." . The same thing happens if I open a command window, go to this directory, and try to run install-tl. What am I doing wrong or what do I have to do to get this install to work?
