Annoying message, sometimes often

Cannot open package log file
/usr/local/texlive/2008/texmf-var/web2c/tlmgr.log for appending
Will not log package installation/removal/update for that run


(it appears as running as ordinary user after root). However except
actual updates and backups there should be no changes in the log and
thus this message is superficial (but able to scare some users almost
to death).

Extreme case of intimidation :-) :

%tlmgr --gui
