they are, however, properly synchronised, in the sense that ftp
mirroring between the sites "works".

luckily, the mirror director will never switch you between two ctan
sites, since they're all in different countries.

i presume that the same problem can arise between two mirrors of the
same site, one of which uses ftp and the other uses rsync.

ftp mirroring is broken, anyway -- always has been -- but we've lots of
experience of working around the problems (that is to say, rainer has,
and some of it has rubbed off on jim and me).  rainer's mirror of
cambridge (for the things that i'm the "gateway" for) is currently
running rsync.
