[tex-live] xetex and language.def

I changed in the master texmf/web2c/fmtutil.cnf
xetex  xetex  -           -etex  xetex.ini
to
xetex  xetex language.def -etex xetex.ini

since it loads language.def anyway and it is more close to TE spirit.
Please note that texconfig still supports changing patterns set not only
for latex, so at least one can use it on linux/unix.
I believe that in the future also tlmgr for windows will gain the full 
functionality as in texconfig (I mean at least hyphen and formats :-)

As for language.def, I'd like to add to it:

to make more easy manipulation for the user (all percented out). 
btw. where can I find left/right hyphen minimas for other languages?

Last thing: we need texmf-var/tex/plain/config/language.def copy 
*after* installation, so it would be accessible/writable on all platforms.
Karl, Norbert, I understand the principle to not make copy unmodified 
config files during installation, but as far we do not provide 
language.def modifications, maybe in the next TL release...

Any objections (also from etex people)?
