Hi Jonathan,
it works here, in the repository as well on an installed system.

The SELFAUTO* variables apparently refer to the location of texlua,
not the location of script.

I installed the script
-------------------------------------------
#! /usr/bin/env texlua

kpse.set_program_name( "mktexlsr" )

print (kpse.var_value('SELFAUTOLOC'))
print (kpse.var_value('SELFAUTOPARENT'))
-------------------------------------------

like texconf.tlu and it returned:

/usr/local/texlive/2008/bin/x86_64-linux
/usr/local/texlive/2008

Regards,
  Reinhard

Microsoft isn't the answer. Microsoft is the question, and the answer is NO.
