TL can be installed with regular user privileges by setting permission
on the top-level
directory. As long as TL continues to install under a top-level
directory, it should
be enough to check that the top level directory can be written by the
current user.

I had the same problem. Can the -profile option be used to resume an
interrupted installation? It may be appropriate to modify
./tlpkg/installer/wgetrc
which has "tries = 2", although the comments suggest a default of tries=20.
