thanks for reporting this.  I just uploaded 

    tlpkg/tlperl/lib/Safe.pm
    tlpkg/tlperl/lib/auto/Opcode
    tlpkg/tlperl/lib/auto/Opcode/Opcode.dll
    tlpkg/tlperl/lib/auto/Opcode/Opcode.bs
    tlpkg/tlperl/lib/Opcode.pm
    tlpkg/tlperl/lib/POSIX.pm

and hope this fixes the problem.

No. It works on Windows.  Cygwin is a Unix-like environment and we
expect that gs and Perl are installed already.  You don't need the
wrappers there.  Instead, I uploaded a new shell script which creates
the symlinks on Cygwin:

  bin/win32/symlinks4cygwin.sh

Use Perl, ghostscript, and gv supplied by Cygwin, please.  I attatch
the script to this mail so that you can try it immediately.
