I don't think there is any need for the new patterns
in different versions for TL2008.

For Germans the number of variants could be limited
by using a superset version:
german loadhyph-de-1901-ot1-t1-ly1.tex
Example for patterns:
6g5amt: 6g5amt (remains)
ha8\ss: ha8\ss with \ss at slot 25 (OT1, LY1)
and ha8\ss with \ss at slot 255 (T1)
2h"o: 2h"o (remains with "o at slot 246 (T1, LY1), no OT1)
f"a8\ss: twice for T1 and LY1 (no OT1)
This method is used for dehyph(t,n).tex (without the
last duplicate for LY1 when there are umlauts and \ss).
Pure German texts then works regardless of the used
encoding (OT1, T1, or LY1). This could cause problems for
foreign accented words. Though it is not impossible, I have
never seen such a problem in a newsgroup or mailing list.
However the user can configure his system by adding:
german:T1 loadhyph-de-1901-t1.tex
german:LY1 loadhyph-de-1901-ly1.tex
german:OT1 loadhyph-de-1901-ot1.tex
Same for ngerman.
Similar for Werner Lemberg's patterns (probably without OT1, see above).
