Thank you!  I've updated the instructions and will upload a new package
version to CTAN.

I've added a reference to that file.

Yes, the more testers, the better.  Since I don't expect a strongly
positive correlation between familiarity with German language and TeX
installations, the more explicit documentation, the better.
