[tex-live] trouble starting context on latest tl2008 developer snapshot

This helped: I set TEXMFCNF to /usr/local/texlive/2008/texmf/web2c and
ran luatools --generate.  Now context does not immediately fail:

  $ context
  MtxRun | version 1.1.0 - 2007+ - PRAGMA ADE / CONTEXT | context tools 
  [snip]

It did vary.  I set TEXMFCACHE to $HOME, but it seems that some other
variables need to be set:

  $ luatools --ini cont-en
  LuaTools | no tex file with name: cont-en.tex
  LuaTools | 
  LuaTools | runtime: 0.048 seconds

Any idea what other variables need to be set?
