[tex-live] tlmgr and texlive.infra

Destroyed texlive.tlpdb is the only thing I can imagine. He is
mentioning that quasi all packages are llisted as
	forcibly removed
so I have only one explanation ...

Anyway, I have asked him to update with update-tlmgr-latest.exe/sh and
then call
	tlmgr -v update --list
and send me the output, I hopefully can find something reasonable in
there.
