[tex-live] tlmgr and texlive.infra

Hi Michel,

    skipping forcibly removed package texlive.infra

I cannot imagine how this came about, but I'm not sure it's going to be
possible to recover in any reasonable way.  The only kludge I can think
of is to add the attached text to your tlpkg/texlive.tlpdb file --
presumably it is complaining because they are missing.  

If this doesn't work, reinstalling seems like the only option.  Sorry.
