I just did this on Vista

In fact I preferred a "tlmgr update --list"

Which gave me a whole series of the following lines:

skipping forcibly removed package ...

where ... corresponds to the several hundreds of packages I have
installed  (I did a complete install via the Web a few weeks ago).

Is that normal?
