[tex-live] Installation problems on Windows Vista

And format the hard disk in the mean time. Wait ... (Norbert changing
some code in the Perl files) ... done. So guys, from now using the tlmgr
for updating your TeX Live installation will reboot once normally, and
on second reboot all of your Windows will be lost and only dancing
penguins will appear.

Great simplification of the code.
