[tex-live] Installing TeXLive2008 on Cygwin

Confirmed! 2.4.1 is the current version in Cygwin.

You should not use the release-2 area: it is only for Cygwin maintainers
and contains the next 1.7 version of Cygwin. (Perhaps it will be
released before the end of 2008 ant it is very unstable.)
