[tex-live] Installing TeXLive2008 on Cygwin

Sorry, that is not clear to me.

Cygwin already has its lzma package [1], so if there is the need to add
it to TL, why not to add the executable, lzma.exe, renamed
lzmadec.i386-cygwin in the tlpkg/installer/lzma directory?

What I am missing?
