[tex-live] Perltk-zh.pl in tl2008 has been finished in both simplified and traditional chinese.

ISO 3166 does not encode languages but political country subdivisions.

http://en.wikipedia.org/wiki/ISO_3166-2:US lists 50 states, 1 district,
and 6 outlying areas in US, which does not mean they should be counted
as different languages.
