[tex-live] Fatal error when run: fmtutil-sys --all.

Hi all, 

I run the following comand to update all of the format files: fmtutil-sys --all, but I meet the errors like this (my system is windows xp, the texlive is tl2008test):

Transcript written on pdfxmltex.log.
The file pdfxmltex.fmt not created.

What should I do?
