Correct command is
kpsewhich --format="dvips config" config.ps

I suspect you define some of variables TEXMF, TEXMFCNF, etc. yourself.
If I'm right, please undefine all ot them.

What are the results of
kpsewhich --expand-braces "$TEXMF"
and
kpsewhich --expand-braces "$TEXMFCNF"
