Use
	tlmgr option location http://mirror.ctan.org/systems/texlive/tlnet/tldev
(but ATTENTION!! That will change soon to tlnet/2008 !!!, you will have
to change it again after we have done the switch)
followed by
	tlmgr update --all

And reading 
	tlmgr --help
might help, too.

If you have perl/Tk installed (or you are running Windows) you can also
start
	tlmgr gui
