[tex-live] epstopdf script updated

go to (www.tex.ac.uk|dante.ctan.org|www.ctan.org)/upload and fill in the
form and then use the upload link to send the file.

the file can be a single script, or a zip file containing script and
supporting files (e.g., a word or two of docs, or just a readme).

the directory currently contains

iirc, the suggestion is we just drop the c version (and hence the .exe)
-- is that right?  please confirm in the description when you upload.

note that a copyright statement, somewhere is useful; a licence
statement is more-or-less essential.
