[tex-live] Installing TL breaks Ubuntu

Yes, there are, but this is not a TeX Live issue.  It is a
Debian/Ubuntu/whatever issue.  I don't pretend to understand how their
packaging systems work.

TL just supplies the Texinfo install-info in the bin directories, like
all the other Texinfo programs.  If that's bad for some distributions,
they are free to remove it in their packaging, of course.  (Personally
it's not clear to me that Texinfo itself is really useful as part of TL,
but other people apparently like to have it there.)

Of course, the real fix would be to merge the Debian and Texinfo
install-info so that they are the same thing.  Unfortunately, Norbert
and I have gotten distracted from that and I don't know when or if it
will ever happen at this point, barring a new volunteer.
