This error is not consistent, which explains the erratic behavior. I
have reported it to the OpenBSD guys.

The good news is that sometimes systrace doesnt but in, and when this
happens we have a working texlive distribution! (minus xelatex for
now, but perhaps this will be fixed along with systrace?).
