On Windows,
kpsewhich --expand-braces "a{b:c}"
(Not expanded.
 This is natural since ':' is used after a drive letter on Windows.)

kpsewhich --expand-braces "a{b;c}"

kpsewhich --expand-braces "a{b,c}"

Comma can be commonly used as a brace element separator
on Unix and Windows.
