It's not only one person.  But not everybody has enough time to
discuss such strange things.

Since Oliver made clear at the beginning that he refuses to use
Norbert's Perl modules, I doubt that he is able to collaborate.

The ***final*** decision to do everything in Perl had been made at
EuroTeX-2007 and nobody involved in TL-development is interested in a
discussion about other programming languages.

The installer has to be written in a programming language which can be
expected to be available on all UNIX platforms and for which one we
have binaries on the CD/DVD.  This language is Perl, everything else
would be brain-dead.  Any further discussion about this is useless.

If Oliver wants to contribute he has to collaborate but it seems that
he doesn't intend to do so.
