no; not sure how one ought to deal with it -- it really ought to be done
at a higher level.

it's not unavoidable.  the harvard/ copy is the current, maintained,
one; i doubt that the ones on the bibtex tree (there are two there) are
even appropriate for current usage.

i guess we've slipped up here.  for tex-live, i would recommend simply
removing the copy in economic/ -- which looks as if it has been edited
since 2.09, but the editor has carefully hidden his tracks.

i'll
(1) establish whether anything is lost by junking economic/harvard.sty
(2) contact arne, to see if we can't get this sorted as far as ctan is
concerned.

given the timescale, i doubt anything other than the above can solve the
problem for tex-live.
