    should I (a) add xeplain.ini or (b) remove the xeplain links and
    fmtutil.cnf entry?

I think (b) -- remove the xeplain links and fmtutil.cnf entry.  Building
formats for Eplain (or Texinfo) seems like a lot of trouble for no
significant gain these days.
