[tex-live] tlpmgui on vista

Is your %TEMP% variable set? 
 I was having problems with TMP and TEMP 
 set in User Settings in Control panel->System->advanced->environment variables
 But after 1.73 everything worked for me in an English language system. 
 Now I have TMP and TEMP set to
 %USERPROFILE%\Local Settings\Temp
 where the login name is English,  if  you want something to replicate.

I just download the new svn version [1.75] of tlpmgui.exe and tlpmgui.kit, and
replace my old two files with the new one. and double click the tlpmgui.exe
icon, a error occured saying :

"%Temp%" not found.
"Temp" directory is needed for installing Tex Live and adding/removing packages
