One of the ways it is nice is that a server does not need to mirror the
iso to be used. It only needs to mirror the contents of the dvd.

So a user can set a preferred location to a mirror close to them even if
that mirror does not have the actual DVD.

Are there mirrors that only contain the packages? That's why it is so
good for Debian.
