[tex-live] TexLive 20070128 doesn't work well under Win32

i dunno about the current situation, but in the past it was possible to have two files ls-r and ls-R (btw i think on all platforms it should be ls-r i.e. lowercase like most of the files in the tree) and i even noticed kpse loading both files then
